Area wise, caste wise, youth, partisanship, efficiency, age group are considered as criteria. Those who are appointed as Ministers should be careful while inducting staff and private secretaries who have previously worked under BJP government ministers. The High Command has decided that apart from the MLAs who support Siddaramaiah and Shivakumar, priority will be given to those who are beneficial to the party, who emphasise on the party organisation and the followers should not be given face.
There is no doubt that the formation of the Cabinet will be a matter of hard nut regardless of who the Chief Minister is from the Congress, which is coming to power with a huge majority. The main reason for this is the Congress cadre leaders who are qualified to join the Cabinet and are ready to lobby. Many prominent leaders, including many who were influential in the Congress High Command, have returned to state politics. Also, leaders with seniority and experience have also won this election. Thus, who should be inducted into the Cabinet and how to handle them once they are inducted will be a big challenge for the new Chief Minister.
